Dubai's delivery riders are set to face a new set of rules starting November 1, as authorities take a firm stance to address a surge in traffic accidents and violations. The ban on using fast lanes on multi-lane roads is a significant step towards enhancing road safety and curbing reckless riding behavior within the delivery sector.
The joint initiative by the Roads and Transport Authority (RTA) and Dubai Police aims to protect both delivery riders and other road users. Under the new regulations, commercial delivery riders, primarily on motorcycles, will be restricted from using specific fast lanes on multi-lane roads. This is a crucial move to prevent accidents and promote safer riding practices.
Here's a breakdown of the new rules:
- Multi-Lane Roads:
- Roads with five or more lanes: Delivery riders will be prohibited from using the two leftmost lanes.
- Roads with three or four lanes: They will be restricted from the leftmost lane.
- Roads with two lanes or fewer: No restrictions apply; riders can use either lane freely.
These rules will be enforced across the city, with clear signage and active patrols to ensure compliance.
The authorities have highlighted a concerning trend in traffic accidents and law violations involving delivery motorcycles. In 2024, there were 854 accidents, and this number rose to 962 in 2025 (up to October). The number of traffic violations issued to delivery motorcyclists also increased from 70,166 in 2024 to 78,386 in the first nine months of 2025.
Major General Saif Muhair Al Mazrouei, Assistant Commander-in-Chief for Operations Affairs at Dubai Police, attributed these incidents to 'reckless and non-compliant riding behavior', especially on high-speed lanes. He emphasized the vulnerability of motorcycles and the increased risk of losing control at high speeds.
Breaching the new lane restrictions or speed limits will result in penalties. The penalty structure is as follows:
Lane Restriction Violations:
- First offence: AED 500 fine
- Second offence: AED 700 fine
- Third offence: Suspension of delivery permit
Speed Limit Violations (100 km/h):
- First offence: AED 200 fine
- Second offence: AED 300 fine
- Third offence: AED 400 fine
These penalties aim to deter repeated violations and promote a culture of compliance among commercial riders.
To support the enforcement of these rules, the authorities are implementing several measures:
- Signage: New signboards will indicate lanes restricted for delivery motorcycles, placed alongside existing signs that bar heavy vehicles and trucks from high-speed lanes.
- Public Awareness Campaign: A multi-channel campaign will educate delivery companies and riders about the new regulations, ensuring they understand the changes and penalties.
Hussain Al Banna, CEO of the Traffic and Roads Agency at RTA, emphasized the importance of widespread compliance and improved road discipline. This initiative is part of Dubai's broader efforts to enhance safety for all road users while addressing the challenges posed by the rapid growth of the delivery sector, particularly food delivery services.
